Applicants must demonstrate that their business will contribute to the local economy, create jobs, and be innovative or scalable. Successful applicants can eventually apply for permanent residency.

Requirements & Eligibility
Applicants must meet the specified criteria to qualify .
The applicant has no security concerns and no known history of serious criminal activity.
The applicant possesses a solid educational background, typically holding a first degree in the relevant field. However, in exceptional cases, strong technical qualifications, demonstrated professional skills, and/or relevant experience and accomplishments backed by documentary proof may also be considered.
The applicant is well-positioned to make a significant contribution to the HKSAR’s economy. Key factors in consideration include, but are not limited to, the business plan, turnover, financial resources, investment amount, local job creation, and the introduction of new technologies or skills. Below are the details for each factor:
Business Plan
Applicants intending to start or join a business in Hong Kong must provide a three-year business plan outlining the business nature, market analysis, positioning, sales targets, and marketing strategy. This plan should demonstrate the viability of the business in Hong Kong. Additionally, a three-year financial forecast, including profit and loss, cash flow, and balance sheet statements, must be submitted to support the business’s operational and developmental feasibility.
The Immigration Department (ImmD) may consult with relevant government bodies or professional organizations to evaluate whether the business aligns with Hong Kong’s economic development. They may also assess whether the business complements sectors where Hong Kong has competitive advantages, such as the traditional pillar industries (e.g., trading, tourism, finance, professional services) or emerging sectors supported by the Economic Development Commission (e.g., transportation, innovation, cultural industries).
Business Turnover
For applicants already operating a relevant business abroad or in Hong Kong, they must provide a profit and loss statement, as well as a balance sheet showing the previous year’s turnover and profit. Applicants looking to establish a business in Hong Kong should also submit a forecast of their profit and loss, balance sheet, and projected turnover to demonstrate the business’s sustainability and growth potential.
The ImmD will also evaluate the applicant’s relevant investment or business experience. If necessary, advice from government departments or professionals may be sought to assess whether the business will thrive and contribute positively to Hong Kong’s economy.
Financial Resources
The applicant is required to submit personal and company bank statements for the previous year and provide proof of additional funding sources. The latest audited financial report of the company (if available) should also be included to prove that the applicant has the financial means to support business operations and its continued growth.
Investment Amount
Documentary evidence of the capital investment made in Hong Kong must be provided. The ImmD will assess whether the investment is sufficient to sustain the business.
Number of Jobs Created Locally
Applicants should outline the organizational structure, specifying the number of staff required based on the business’s size and type. Details on the level and types of jobs created locally, such as managers, administrators, and support staff, must also be included.
Introduction of New Technology or Skills (if applicable)
Applicants should explain how the new technology or skills introduced will enhance Hong Kong’s high-value-added industries. Additionally, the applicant should indicate whether patents have been filed for any new technology, demonstrating its potential contribution to the development of Hong Kong as a knowledge-based economy.
Start-ups
Applicants seeking to establish or join a start-up business are also eligible to submit an application. The ImmD may view the application favorably if the start-up is backed by a government-supported program that involves a thorough vetting and selection process. Additionally, the applicant must be the owner or partner of the start-up, or a key researcher involved in the relevant project.
