Overview

The Portugal Startup Visa is a residency pathway designed for non-EU entrepreneurs who intend to launch or relocate innovative, scalable businesses to Portugal. The programme targets founders with technology-driven or internationally focused ventures that can contribute to Portugal’s growing startup ecosystem while developing products for global markets.

Unlike traditional residency routes, the Startup Visa places a strong emphasis on innovation, research, and technological development, making it particularly suitable for founders in sectors such as software, deep tech, product development, and scientific research.

In contrast to the Portugal Golden Visa, the Startup Visa does not require a fixed property or financial investment. However, applicants must demonstrate financial self-sufficiency to support themselves and their business activity during the early stages. As a guideline, applicants are expected to hold at least €10,440 for their first year of residence in a Portuguese bank account (plus additional amounts for dependants).

Applicants should also budget for:

  • Visa issuance fee: €90

  • Residence permit fee: €85.05

  • Health insurance: from €400+

  • Initial business capital: Subjective (depending on the nature of the venture)

A key requirement is the submission of a comprehensive business plan demonstrating innovation, market scalability, and international expansion potential. Once approved by an accredited incubator and the relevant authorities, entrepreneurs receive a residence permit that allows them to live and work in Portugal while developing their startup.

The Startup Visa is initially granted for two years, renewable for a further three years. After five years of legal residence, applicants may become eligible to apply for permanent residency or Portuguese citizenship, subject to meeting the standard naturalization requirements.

Tech Innovation

The startup must be technology-based or demonstrably innovative, with clear potential for international growth and market scalability.

Incubator Acceptance

Applicants must first submit their application to IAPMEI — the government agency responsible for supporting entrepreneurship and innovation. After that, they are required to present an innovative business project and launch their startup in partnership with an accredited Portuguese business incubator.

Scalability

The business must show the ability to achieve, within five years after the incubation period, an annual turnover exceeding €325,000 and/or total assets valued above €325,000.

Job Creation Potential

The business must demonstrate the potential to generate qualified employment opportunities.

 
Personal Requirements
  • Provide evidence of lawful residence in a country outside the Schengen Area;
  • Have no outstanding debts with the Social Security or Tax Authority;
  • Hold a clean criminal record;
  • Be at least 18 years of age;
  • Demonstrate personal financial means of at least €5,146.80 per applicant (held in a bank account).

The Process

1. Registration

The first step is to register via the official Portugal Startup Visa portal, where applicants outline their business concept or demonstrate their intention to develop an innovative entrepreneurial project in Portugal. At this stage, applicants are also required to upload supporting documentation, including financial statements and a criminal record certificate.

2. Assessment

After the project details are submitted, accredited incubators evaluate its feasibility and alignment with their focus areas. If at least one incubator expresses interest and issues a declaration of support, the formal application is then forwarded to IAPMEI for review.

3. Evaluation

IAPMEI reviews the application and, within approximately 30 working days, issues a decision. If the outcome is favorable, the process proceeds to the next stage.

4. Formalization

Contract: The selected incubator has up to 40 working days to formalise the incubation contract, outlining the responsibilities of both parties, including the contract value, the designated incubator representative overseeing the project, and the scope of services provided. Once reviewed and accepted by the entrepreneur, the agreement is validated by IAPMEI through a declaration of acceptance.

5. Visa Submission

The declaration of acceptance remains valid for 180 days, during which it must be submitted to the Ministry of Foreign Affairs for the issuance of the Startup Visa. The visa is valid for four months and permits two entries into Portugal.

6. Appointment

Once the visa is issued, applicants are scheduled for an appointment with AIMA (the Agency for Integration, Migration, and Asylum) to finalise the residence permit.
